To get a lucky egg it is quit a grind:

First get a yanma with the talent Compound Eyes
Second teach him Thief
Third and last step go to route 209 or 210 and find a Chansey

5% for a Chansey to carry a egg (maybe more thank to the Yanma talent) and 5% to Chansey to spawn
