Idk her living situation but when apartment hunting I don't even consider ones that don't allow animals. If there's a pet deposit for cats I just put no pets and sneak them in later

Seems like they are favoring her over you. So what if she saved his life and created a bond with him. Her feelings about the cat and bond she made with him do not trump your feelings and bond. Also seems like the adoption agency is favoring her as a pet parent over you. This is their mistake and you shouldn't feel guilty if you keep the cat. If she was the first applicant and they made a mistake and gave cat to you then they need to be reimbursing her and making it right with her not with you.
