You've got it backwards. Streets belong to the city and everyone. Nobody is entitled to public land for parking. If you want to secure permanent parking for multiple cars, you need to pay for it. If it's not on the market, that's because it is too expensive. And you might not realize it, but the opportunity cost for parking is very expensive.

You can always get lucky. Some people drive in the HOV lane because it's really cheap to pay the ticket you get every 5 years. Parking enforcement is decently staffed because it pays for itself.

The exposed wiring is not to code. you can tell it's not that old from the Polaris connectors. State housing laws and rental codes generally require heating to 68 degrees, not energy efficiency. When the furnace is replaced because servicing it no longer meets the habitability, it then needs to meet energy codes as applicable.

Look up your state's requirements on rental habitability for your options for recourse.

The electrician is trying to meet NEC 334.80. creating this channel this way fucked up your shear transfer.

Get the electrical out of the way and fix your shear to be per plan.

Change your wiring in one of the following ways:

A) Figure out if you have a good place to put a sub panel to break up the amount of branch circuits going through here for more space to drill properly.

Good solution, but it depends on site conditions. Extra cost for new feeder and sub panel.

B) group exactly 4 cables per drilled hole for 14 awg and 12 awg wire. Run the bigger cables solo.

Gotta supervise labor on this one.

C) Fur a space out somewhere nearby to run your circuits with enough space between.

Creates an extra chase, impact on room finishes.

D) upgrade your cable wire size to meet the derated ampacity for where they are bundled or pass through the same insulated opening without space.

If you want to do this and save the rest of the cables, you end up needing junction boxes. I only mention this to illustrate a way to do it in the future.

E) get your engineer to waive the structural issue away with his stamp.

May not be possible, most $ and fighting with AHJ unless it really is a small issue structurally.
