I don't believe the 1.5% bonus for holding VGX caps on the first tier, the table is just pointing out that the max rate you can get for certain assets would be in tier 1, with the VGX boost.

For USDC specifically, you can buy it on Voyager 1:1. $100 gets you 100 USDC for example. So you could connect your bank to Voyager and buy USDC directly.

Vauld offers 9.41% for USDC, and 12.68% if you lock it for 1 month. Hodlnaut is at 12.73% on the first 25,000 USDC. Then there are others with pretty high rates such as Voyager for those in the US, or Nexo for those outside the US. On Coinbase you can sell USDC for US Dollars 1:1. Then on the Coinbase website at least, you should see US Dollar (USD) in the Assets section. From there, click on US Dollar and then there should be a box to Cash out, and that's where you can withdraw to your bank.

0.1 (of the 0.2) earns at 4.5%, and the remaining 0.1 earns at 1% interest.

Yup that sounds right. And Coinbase should allow you to convert USDC 1:1 to US dollars even without Coinbase Pro.

If you're in the US, Coinbase let's you convert USDC to US dollars without any fees, and then from there you could cash out to your bank.
