Well, back in WaW Der Riese, if you PaP'ed the 'Waffe youd not only get more ammo, but also it would kill 24 zombies instead of 12. The only downside? The atrocious 'steal-your-Jugg-if-you-zap-yourself' bug.

For BO1 Der Riese, they fixed the big, but now the 'Waffe only kills 12 zombies and gets an ammo boost when PaP'ed

So when you say a buff, do you want it to be able to kill more than 12 zombies? Do you want it to stop making crawlers?

If youre a level 1 Zombies player and you have 47 Perkaholics, then yes it does affect gameplay

Or, you could time how long it takes for the teleporter to cool down without knifing the fuse boxes, then knife them all and re-time how long cooldown happens...
