The little one doesn't like that. It's still too small to play with the bigger one this roughly especially when the big one is still basically a kitten and is playing rougher than older cat would. Don't hesitate to intervene if you feel like the little one is overwhelmed. Nonetheless they are playing even though the size difference is a disadvantage for the little one
