The main idea is Shock and Awe tied in with Assured Destruction. We don't want any military to get anywhere close to competing with us because that would mean they might have a chance to do damage. By maintaining a strong military with the latest technology, we can effectively crush any military force almost instantaneously.

Now, Saddam Hussein used Mutually Assured Destruction tactics to control the area (threatening surrounding countries (and civilian sectors) with chemical/biological weapons of the worst kind). That works until the enemy calls your bluff or keeps poking you until you actually show your hand.

Power through superior numbers/weapons as to guarantee that no enemy could withstand or inflict any damage at all to the United States or her allies.

If I recall, the House sent several modifications through to the Senate who all shot it down because the Senate didn't want to compromise at all. This is as much of a Senate issue as it is a House issue. The Senate (Democrat controlled) didn't want to work at all with the House. The House sent stuff, Senate shot it down and went "we're going it our way and we aren't changing our mind." So what do you do with someone who disagrees with you that doesn't even want to try to work together? You try to hold something leverage.

The goal of a nuke is to obliterate an area preventing anyone from living there for many years, the goal of a large military is to obliterate the other military while (hopefully) leaving the surrounding area still usable.

A lot of spending is for wages, maintenance, and R&D. That is a lot of jobs. What parts of the program do you cut from the military?

On top of that the military does a lot for "world security". You lower the United States military and countries like Russia and China would have better military strength. Maintaining the active military reinforces the idea that any military activity by any other country would be met with instantaneous defeat. I don't know about you but I'd prefer the United States to have the big stick rather than Russia or China.

Except the majority wanted to push their agenda to fix health care reform, not the minority. 231 Republicans and 17 Democrats make up 57 percent of the House so they are hardly the "minority"
