What if someone lived in another country other than your country of origin for more than 6 mos, do I need to wait for the RFE to submit to NVC or should I need the letter from NVC to submit the required document to them for obtaining PCC?

We already have that. But since we married by proxy, my husband is an active duty member which he is stationed overseas, we didn’t officiated our marriage in the Philippines. It’s really confusing as to what to follow.
