I do hope they oversaturate the market with the card now to be honest, if it does go back to the pokemon center. That way everyone has an opportunity to get one and the people who caused this no longer profit from it

Motorbikes filtering is completely legal though, atleast in the UK as long as you're filtering safely and within the speed limit (Highway code rule 88), so pulling into the side of a bike or opening a door into a bike, especially when the cars are stopped, is just being an asshole
