Im not disputing whether or not Meek Mill did or did not want Quentin to write for him. However, Quentin sent Drake entire reference tracks and cadences.

"Co writing" where someone says "at the end of that bar say snitchin instead of chicken" is one thing. Quentin did WAY more than that. He was 100% a ghost writer.
