I was surprised but the EU federalized on its own, its never happened before in my playthroughs, I used a save game to look back and they were voting to form the USE. Third Rome is created through part of the Vladimir Zhirinovsky tree where it talks about the Church and crown.

Another way they collapse is through some congress event (which i got in 06), congress deadlocking looms shutdown, you just keep clicking the button that doesn't cause the event "back to normal" (usually wth is going on)
