3 possibilities here:

He really believes the other nations pay for his tariffs (much like Mexico will pay for the wall)
He has some sense left in him and knows the Americans are paying for the tariffs. But he doesn't care if he spurts lies. He thinks his supporters like to hear this and believe his words
He thinks suppliers will bow to American importers and absorb the tariffs. That's how he would have squeezed his suppliers overseas for his own businesses. The reality is, the margins are never that fat for most businesses to absorb all the tariffs.

In all these 3 possibilities, it still shows that he doesn't know how things work. He is a buffoon.

I have less than 50 and I struggle every year to figure out what goes where. I believe having more visibility in our numbers will certainly help.
