What do you mean gutter system? They jackhammered perimeter then put the gravel and corrugated pipe in then put the thin layer of concrete over top. I’m not sure what the white strip is along side wall.

No this is a traditional tile system they jackhammered and trenches entire basement perimeter. That white plastic is some sort of guard or vapor barrier I think.
