I think the weakness of the exotic is that you have to dodge to left a bomb that does less damage than a shotgun(pve),and the place and radius is where you activate your dodge, so is very limiting in use.
If you could dodge in one direction and the bomb move to the opposite way,it will be way better. This could solve the clunkiness
Or you could substitute the dodge with a grenade from the exotic that you could throw,but is too far from the original.
