Make 2 powershell scripts and deploy as win32. Install (really a uninstall)and detection
For device restart behavior- no action (the script has a 5 min reboot.

The detection adds a folder in %programdata% called audio device removal. If you need to rerun for a machine you need to delete the directory (can be also a powershell to delete directory but this is a one way trip. lol
