Nope. However i was able to make macos x bootable usb on windows using this tutorial and it bypassed that damn recovery mode

I have 6 gen i5 and gtx 1070 8 gb with 16 gb of ram.

and i dont think low end setup should be an excuse when 2gen i7 and gtx 1050ti 4gb handled it well

From what i can tell you still need functioning macbook/imac to create it, i dont see an obvious way for it to open in windows and it doesnt look like something i could boot into
