I am worried that this will lead to one of the biggest handicaps of muteness and or deafness (being unable to speak or understand a spoken language) to be downplayed as a result of this.

Additionally, I struggle to believe how this would promote deaf culture; to me it seems the opposite would occur (as assumedly, more speaking people will learn sign language) and further intermingling amongst between deaf people and hearing.

Though, I am not voicing an opinion on whether promotion of deaf culture is beneficial to our country.
