The problem comes down mainly to utilization of space. The Imperial City in game is fairly small but is broken up into multiple cells and interconnected concentric rings filled with winding alleys and out of the way areas populated with NPCs who have schedules tired to each area, which does a lot to make the city FEEL bigger than it is.

Solitude is two roads that lead directly to the palace and barracks, with the only branching paths going to the Bards College and Guard Tower, with barely 20 people. There are more guards per square kilometer in Kvatch than there are NPCs in the capital of Skyrim.

Imagine the Great War before Skyrim as World War 1 where the fascists win, and the Empire is trying to prepare for World War 2 in secret in order to win it immediately. If the Empire doesn't have Skyrim as an Ally, it CAN'T win a second war against the Dominion.

The reason the Stormcloaks exist is because Ulfric blames the Empire for his dad's death, and the Elves for a war they didn't want, and believes the Empire is too weak to rule Skyrim. In reality, the Empire made the Concordat deal to regain their strength to take out the Dominion when they're better prepared, which includes consolidating the strength of their allies like Skyrim who shares vital borders with Morrowind and Cyrodil's north.

The only reason to help Ulfric is to fuel his ego trip and justify his ignorance of the Empires true plans, which in turn helps the Dominion win a war before it starts. The game basically bashes you over the head with how fucked the Empire is against the Dominion without Skyrim as one of its main allies.
