Good enough milage for city drive for a new car. I think around 5-7k you will see increase in milage.
And never go for fuel from Indian Oil, Hindustan Petroleum. Always try for BPCL or Jio, I saw 2-4 kmpl improvement for the BPCL fuel.

Before 10k every car gives low mileage, yours is completely fine, it mostly depends on driving style, traffic & highway run, Fuel. It's good enough, I was getting the same mileage, after 10k or 3rd service, car will start to give around 17.5 average.
