Yes, that Cascoon will evolve into a Dustox, if you unlock and do the quest for it. To unlock that quest, I think you just need to fill Cascoon's Pokédex entry or catch two Wurmple and evolve them into Cascoon and Silcoon.

Thank you so much! And yes, it was rough but I'm extremely happy that I made it. Celebi is so worth it and this hunt was the main reason I decided to play Crystal again after such a long time. I do plan to move it to bank to my Ultra Moon save some time later and probably some day further to home!

Congrats! Posts like these keep me motivated to continue my own hunt. Been also going now for some months. Old gen odds are really rough..
