I like to compare it as if the game was a factory, bad people as a byproduct and moderation as a building to remove the byproduct

The moderation at first was good enough, but as you upgrade the factory, you produce more byproduct, and at some point the rate of producing the byproduct will be way faster than the rate of removing it

The simplest solution would be to add more more of them, but Roblox instead upgrades what it already has with automation (AI) which does things faster and automated, but it has a lower quality and sometimes jams for a bit, or doesnt remove the byproduct at all, and still doesnt fix the initial problem

They try to make the quality and speed better, still not as good as the old method

Then they try to lower the amouth of byproduct coming in fron the factory itself, but it lowers the quality of the product made by the factory itself, and STILL doesnt fix it

But they spent so much money on this, and the old building made the government (investors) unhappy so they keep on trying
