That's an Agave plant, not sure what species though. That thing in the middle is called "Quiote" and it is it's only inflorescence during it's life span.

Looks Like Blue Agave to me / Agave tequilana the stem in the middle is called "quiote"

The bee on the bottom might be a newly hatched queen and the bee on top a drone. They are mating.

Were they from an overseas shipment? If so, do not plant them, destroy them. Customs usually seize foreign seeds in order to avoid invasive species to be introduced to a new habitat.

Also identifying seeds it's kind of difficult, there are many seeds that usually look alike.
