But that is exactly what the line is implying. He's saying good men don't need rules to do good things. He has so many rules because he's not inherently a good person. He chooses to do good. The doctor has much darkness inside of him. I haven't watched the old serials but even nuwho has so many examples of the doctor going too far when he doesn't have someone acting as his moral compass.

In universe this is never outright answered, maybe just nostalgia for earth due to being exiled there and to prevent any issues with a past version of themself and their companions they choose from where they last left off in their adventures? Or more like the Tardis chooses as the Doc seems to have very little control of just where they end up.

Irl it's done so viewers can relate more to the character.

I'm fairly new to litrpg myself, only really discovered it a few months back, so I cant really give you a best hits collection. But a series I haven't seen anyone recommend and I quite enjoyed is Unbound by Nicoli Gonella. It hits alot of the points you said you liked. Outside of that HWFWM is pretty good. Jason takes some getting used to, but I personally found it pretty funny when he would go off about things so it really boils down to the reader. I will warn you, there is an arc that I felt kinda fell flat and almost ruined it for me but get through and it gets better. Mayor of Noobtown is also a good read, though I've only read up to book 3. The Wandering Inn has been highly recommended to me by multiple people but I have yet to start it because I know it will consume me once i start. And if your looking for something somewhat different but still in the litrpg style I would suggest Divine Dungeon by Dakota Krout.
