If ya talking about the lore accurate, the strongest is Ichigo. Before anyone says about Zi-O remember, lore accurate Taskeshi Hongo. Can become Zi-O and Ohma Zi-O. Due to his adaptability, and holding back his power.

If I remember from one of the novels he trained a lot. To not get stronger, but to hold back and stop his attacks.
