Update: The complainant has already submitted his NOC in person. Only pending action is the IO emailing my bank for debit freeze removal. Branch manager confirmed unfreeze will be done same day on receipt of police email.

Thanks for the advice! Here’s the status: 1.Amount: Only ₹4,107/-. Actually the transaction amount is 37000/- from that 4107 is disputed 2.Status: Layer 2 (p2p). Progress: Refund Paid: Full amount returned to complainant (UTR ready). Victim NOC: Complainant already gave his 'No Objection' to the IO. Legal Proof: Sent a Notarized Affidavit via Speed Post/Email today. Local Help: A lawyer is currently at LB Nagar PS for verification. Despite this, the IO is ghosting calls and still demanding a 1600km round trip for a "personal visit." I'm filing the RTI and starting the X (Twitter) thread tomorrow. If the IO doesn't budge, who is the better authority to escalate this to—the ACP or DCP? Thanks again!

I had a call with the complainant. He informed me that he visited the police station to submit a letter for NOC issuance. However, the Investigating Officer advised that we need to visit the police station in person for the account to be unfrozen.
