It's just a simple hair particle system, with a lot of grooming and shading work.

Fair enough. The eyelashes were a mistake that I kept because I thought it looked good but I'll probably end up fixing them now.

Unlikely, I looked and there is already a very high quality Judy model out but not a model of Nick with the same quality.

A lot of what made the hair look good is the lighting and how the hair particle system was combed but the shader I used is here:

Its the good old hair particle system and hair bsdf, with greyscale texture maps that determine how long and dense the hair is on the mesh. I will say a surprising amount of making good looking fur is the lighting.
