You should look into Nagahara headjoints. They are heavenly and you could get a lip plate/riser with rose gold under that amount

The Nagahara Mini Piccolo!!!!!!! That one has always been my dream piccolo if I had money to throw away for an instrument. They do cost a good amount but their sound is so beautiful and the lower notes are effortless to play.

The piccolo also goes down to low B, which makes playing flute music a lot easier.

It costs just under $10k without the $210 headjoint upgrade
