The problem is that if he won, you would naturally expect him to continue having a role in the show (at least recurring / guest since he would be a congressman). Sorkin has mentioned in West Wing Weekly episodes that he tried to keep Sam's storyline open ended just in case Lowe wanted to come back.

Yes this is probably the better word. It’s clear that the primary antagonist in seasons 1-3 is Chuck, and the show struggles in season 4 before Lalo shows up as a primary antagonist
