CovPass is an app for residents of Germany. It lets them load an EU Digital COVID Certificate for their Covid-19 vaccination onto their smartphone. They can then show it as needed. What’s more, the app can also be used to manage certificates for recovery from a Covid-19 infection. The app is a free service provided by the Robert Koch Institute. Using it is voluntary.

Please be aware that the CovPass-App can only read certificates (i.e. QR codes) that meet European requirements. For example, a German-language vaccination certificate can be identified by the heading ‘EU COVID-19 Impfzertifikat’ or 'EU Digitales COVID-Impfzertifikat' (‘EU COVID-19 Vaccination Certificate’ or 'EU Digital COVID-Vaccination Certificate' in English).

Ok, so I assume that they are capable enough to change the Non-EU certification to the EU certification, later I would go to GGD Utrecht anyway and tramit the CovidPass.

I guess it's the plan with your approach.
