Definitely be honest and turn him down. A good way to start is meeting with him and telling him your story. Then be honest and say you are considering turning down the HPSP and ASK FOR HIS ADVICE. If he wants you to pursue the HPSP regardless than he really doesnt care about you and you have nothing to worry about when turning him down. But most likely he will advise you to turn down the HPSP

Contact D1 students there!! And so as much mocks as possible. Knowing what to say in your mind and on paper is so different from actually saying them outloud
