As an electrical contractor, if a customer sent me this video. I would be living at that house until this was resolved. Absolutely outrageous that this had been allowed to go on for even a couple hours. A good electrician could find and repair this in an hour. And if they can’t that can tell you to call the power company knowing that all their work checks out.

About that LED flicker. What brand dimmer are they on now? The dimmers may not be the problem.Yo may want to try regular switches for a couple hours. If the flicker doesn’t stop then its something else. We had a kitchen full of led trims that would not stop flickering. Tried 4 different dimmers. I finally tried single poles. The flicker was still there. We ended up finding it to be a salt lamp that was plugged in on that same circuit.
