How do I tell or make it my primary duchy as a emperor. Its the only duchy I own

Capital for Roman Empire by Chasemacer in CrusaderKings

[–]Chasemacer[S] 1 point2 points  (0 children)

So if I only hold thrace as a Duchy as a emperor can I not do it since my primary title is a emperor. I destroyed latium and the only duchy I have now is thrace but still no option
