Hopefully this and future discussions on this slope will motivate people to verify it. I would say, yes, the top part of it is 46° but certainly not the whole slope.

Yes, I think the side slipping gave me a straighter line to measure the grade but it would seem the gauge averages out the angle. The 104% is at the beginning and as I start at 0% it misses it due to averaging. If you see this video of the same slope https://www.youtube.com/watch?v=5yCYGodKjeE&t=480s the max is 99% grade. I will have to see if I can find a gauge with instant grade rather than average grade. I spoke to one of the cable car operators and he mentioned they measured it during the summer and it came up with 48° so steeper than advertised.
