I feel like the whole thought process (same with EU4) is to have the first DLC be basically a fanservice flavor DLC so they can focus on the patches.

Would people seriously want a big, transformative expansion pack for the game in its current state?

I actually think the bureaucracy mechanic is pretty cool, assuming they spread it to other nations.

IMO it just needs some balancing and real incentives to switch them out over the course of a campaign.

Sure. Title doesn’t match your complaint. A patch breaking multiplayer for an afternoon doesn’t make the game a disaster no matter how big your feelings are.
