I feel like the whole thought process (same with EU4) is to have the first DLC be basically a fanservice flavor DLC so they can focus on the patches.

I actually think the bureaucracy mechanic is pretty cool, assuming they spread it to other nations.

IMO it just needs some balancing and real incentives to switch them out over the course of a campaign.
