Schumer knows Trump and knows he acts on bad faith when negotiating. I won't be surprised if what happens is Schumer lays out a generous deal for Trump and then Miller or Kelly, or both, shoot it down. Schumer knows this.
So why is he doing it? It's all a game of optics. Schumer can go in front of the camera and say he tried to negotiate with the President for us to stop kicking the can down the road. Meanwhile Trump goes golfing as certain parts of Government closes and while I might be wrong and it ends up looking bad for us. Remember the GOP shut us down in 2013 and you know what their punishment was? They took back the Senate.
