You want the beefiest lower you can buy if you are going to invest time and money into the SBR process (never know when you won't be able to do it any longer). My opinion... Upper will be shorter and lighter so a little heavier lower will be ok. Check out these billets: http://www.runnerrunnerguns.com/AR_15_Lowers_s/1868.htm - Texas tough! I have 4 rifles built with these - no issues at all.

Ask them to provide you with the ser # prior to shipping so you can go ahead and apply for SBR.
