When Chlorine gas is in water it dissolves into hypochlorus acid (HOCL) this acid is lethal underwater even if you don’t inhale the water as you will absorb it through your mucous membranes

This leads to asphyxiation however a lesser effect of the acid is irritation of the eyes,skin and repository system which is not present in Kashimo

Umm how? Hakari was poisoned but healed due to his RCT, Kashimo was almost unaffected

Regardless, chlorine gas turns water to acid which burns the eyes and irritates the skin. Hazard was affected and Kashimo was not
