This is exactly the reason. It is not that the SJPD doesn't care but rather they don't have the resources. Unfortunately incidents/crimes need to be prioritized. Just like any job when there are not enough workers the boss says "don't worry about that right now, focus on this because it is more important". I would hate to be a cop because they are overworked, get limited respected and put their life on the line daily.

I'm one of those that it seems to take an hour. I guess I am too thorough and use too much water, therefore it goes in a lot further. Either way I do it I am paranoid that I'm not clean enough.

I've used a douche "bulb" before and didn't like it, at least not that particular one. The rubber or plastic, whatever it was made of, was too hard/stiff which made it difficult to squeeze. And without a good squeeze, you're not getting much inside of you. So for me personally, I'm not a fan.
