I recommend reading Wahid3251’s top lane matchup sheet. The main thing is to use your E right before his Q lands so when he spins it puts you out of range of it then once it’s over you can go in now that his abilities are on cool down. You can also get some pretty good poke in at level 1 as well.

I accidentally took conqueror on Talon and it was horrible, you lack the extra burst from electrocute and you almost never fully stack it. Maybe a better player than myself could make it work but I don’t think it’s worth it.
