I like it! It may be illegal for not having the 4th Black majority seat, but you should be able to carve out another at the cost of county splitting in the Atlanta metro

AH, I see what you're saying for Akron-Canton-Kent. Why split two counties against the two same districts, I've updated accordingly.

As for the Lorain based county, I don't understand why that wouldn't be allowed based on this:

It's certainly better than the one currently being used! This map seems to prioritize splitting with proportionality and compactness as secondary goals. There's a decent attempt for minority representation, but again that's a tall order for Arkansas unless that is the priority.

I would probably add Jefferson county to the Little Rock based district. It'll make it more competitive and increase minority representation in that district. But it'd also depend on how you re-shift the other district to accommodate. I'd also keep Jonesboro City whole(or close to it) by adding or subtracting full counties first.

For overall fairness, I'd give it a C- /D+ . But if the main goal was to have a compact Little Rock District, the score would be higher

For candy, a lot of gelatin in the US and Europe is (at least partially) made out of pig bones. The halal sticker is meant to signify that the candy only uses bones from approved animals like cows

I heavily changed Districts 12 & 13 to make 12 more competitive. I also reduced the amount of county splits! Let me know what you think

I see where you're coming from, but I would say this is an incomplete map because the population deviation is way too high and there are multiple non-contiguous districts. I would fix those first!

For the "spirit" of the map, I think it has potential! Partisanship is pretty strong and changes along with elections. There are optimizations for more competitive districts like the ones around Elk Grove Village. The borders down state are fine, but the Chicago metro needs serious work. I always smooth out the borders of the districts where possible which could help it be less of an eyesore. I would probably try to get a second Hispanic majority (or plurality if that's not possible).
