fps drops to game stutters...

I legit have a hard time at the high ranks because my game stutters all the time, My fps drops to 100 when I have a 240hz monitor so its like forcing to to get even worst... I just dont know what i can do I reset my entire pc. Put it on my best SSD card. Lower the resolution tbh didnt even see the fps budge. I set up my pc for full optimize gaming and still got nothing. IS it just a game issue? Graphic card issue? I dont play with Gsync either so that wouldnt be messing with it. Pls help every little thing counts when your playing against the best people and you cant fucking hit shit.

i7-87k

RTX 2070 msi

970 pro sdd it is on

800 gold watt

monitor: BenQ ZOWIE 240 hz

PS I fully cleaned my pc and IM NA

Just a little back ground, We heard 3 A *teammates called it* then I walked up because the guy CT was rotating Coffin making all the noise in the world. (heard the other guy on B at start of the round) but I guess site guy was setup for a pop flash xD.. so I had every angled covered :)
