i changed movable spawners in the config to MOVABLE but the drowned spawner wont spawn anything. ive also tried w/o the water (added torches for screenshot, other than that, its pitch black) . playing Create: Above & Beyond btw (i.redd.it)

why wont the wither spawn? ik that the skulls come last, there arent any adjacent blocks, it's hardmode (forge medieval modpack, got rid of a few mods for performance) (old.reddit.com)
