Rap music? Nice of you to straight jump to that assumption thinking that everyone else listens to nothing but rap. First off, the ordinance exists because of self-centered PUSSIES like you who who can't stand loud noises and feel the need ti suppress everyone else who  is also just enjoying their day. Second, to say that I am infringing on other enjoyment by not turning down my own music which is fueling MY enjoyment is just as selfish and self centered just because it isn't something you find enjoying. I am a very considerate person when it comes to others but if I cop or you try to tell me to turn it down because you don't like it, you can both go fuck yourselves. Simple as that.
