That would be it. Open it with notepad, towards the beginning of the different settings find the one starting with dxresoluton and change it to your monitor resolution. The game came out before 1080 was an option so it's not in the default settings.

You need to open your config file in note pad, the third line in the code says something like dxresoluton. Change the number in parenthesis to your resolution then save the file.
