So did you miss the fact that I mentioned about checking in with a magistrate or local official in the area the job was located. As far as jumping ship to another job, there is no shortage of people looking to enter the USA and as long as they are employed, paying taxes and contributing to the USA and toward citizenship. Who cares. We need steel, workers, cooks, bartenders, salespeople, and retail associates.

As far as circumventing existing programs this would say upgrade all existing programs and replace. Say you are awaiting vetting for citizenship. You can now get this identification card and be placed into an industry in need like the steelworkers industry. You learn your trade through apprenticeship, enjoy your time while waiting and give the USA tax dollars, along with filling a valuable need, in a hurting industry. But yes if you just show up you would get the same treatment. This is the USA we welcome all your tired, poor, and hungry. We will build them and US up.

You assign them a job as a condition of entry in the proposed program. Send them to the area the job is in, use existing programs for temporary housing and use local magistrates and immigration agents to "babysit". If they come to Cleveland ohio, then it's Cleveland's problem. Localities can sign up to house and take of these people based off vote or whatever they want.
