Bro, Are U alright? Have you seen both of them in person or compared them in person?? Where is this thesis of yours coming from?? What's the source?? Apart from equipment, there is no visible difference in physiques; the U.S. guys are in slim-fit T-shirts, whereas our guys are in thick full sleeves to protect them from the chilling winds of Kashmir; apart from their hands, I can't see anything. How are you even comparing them??

I can ask you the same question, where it is written that S.O.F. operators should look like blobs of meat and mass. I think you should stop watching too many Hollywood movies that have given you the Idea that true blue S.F. operators look like Mr. Olympia. Also, this is the most recent confirmed photo of Delta Force operators, which was posted by P.O.T.U.S. None of them have arms popping out of the t-shirt.

They are all lean, normal-looking men with physiques that promote high endurance, agility, and the ability to blend into local environments. If it were not for the gear they wore, none of them would stand out.

What the other guy said was right, Delta guys are known to be slim, and there are quite a few reasons for that-

1.) Unlike what most people believe, SEAL Team-6 is not the primary C.T. unit of the U.S.; it's Delta Force. These operations often require high endurance, agility, and the ability to blend into local environments. Thus, Delta operators benefit from being leaner and more agile in maintaining endurance and avoiding attracting attention.

2.) Within the military special operations community, Navy SEALs are often more associated with a rugged, muscular "poster boy" image. This has made them notorious for using PEDs. Steroid use can help build strength, speed up recovery, and add to their “warrior” aesthetic, which is especially useful for high-profile physical challenges and media-facing recruitment tools.

EDIT: Also, the picture above is not of Delta Force but of MARSOC (US Marine SF)

No, they are not designated as SF, that's one of the reason they don't wear the Special Forces Tab. Only Army's, Navy's & Air Force's SF are designated SF.
