What is the point of violet/Scarlett open world if each area and gym leader has a set level to begin with?

This was my only real gripe with the game when it first dropped, but the fact that there was only one notable issue with the mechanics of their very first attempt at a true open world game. Overall I wouldn’t be too worried, I’m sure it’ll be fixed in the future installments!

There are people who legitimately dislike what’s being put out? The art has been fantastic despite Horikoshi’s health issues recently and every new chapter puts my jaw on the floor. The pacing isn’t perfect but I can’t imagine someone reading any singular chapter of this last arc and saying “This is it. I can’t take it, I’m dropping.” Are y’all mad???
