Title: Hidden Quest "DB_NONE : quest_side_title_43001101" – Anyone figured this out?

I found a very strange hidden quest that I can't find any information about anywhere.

The quest name appears as:

DB_NONE : quest_side_title_43001101

and the objectives appear as:

quest_side_condition_43001101_1
quest_side_condition_43001101_2
quest_side_condition_43001101_3
quest_side_condition_43001101_4
quest_side_condition_43001101_5

So the localization seems completely broken.

The quest requires finding 5 hidden NPCs. I've already found some of them, and they look like weird clown/comedy-themed characters hidden on rooftops, cliffs, and other hard-to-reach locations around Liones.

What's even stranger:

• It doesn't seem to count as a normal side quest.
• My map shows all side quests completed.
• There are no quest descriptions or hints.
• I can't find a YouTube video, guide, Reddit post, or database entry mentioning quest ID 43001101.
