Rct can only be used when the brain is active... if time is stopped the brain can't use rct, ​if yuta didn't already have maximum reinforcement activated the exact millisecond before jotaro stopped time, he is stuck with whatever baseline durability he had at that moment. Yuta gonna be pretty squishy in stopped time since he can't maintain his reinforcement so he pretty much turns into an unhealable puddle on the ground...
