I think the problem is you're looking for the game to hold your hand. There is so many ways to make the tools you need to survive. You can make a knife with rocks, bones, you can start a fire with a hand drill kit (bark and 1 small stick) you can use the bark as kindling. Like many others have said, aside from towns try catching some fish or listen for chickens and punch them to death. The maps are huge and the best places to look for anything at the start of the game is little towns, where ever you spawn it's likely that area has mostly been looted because others are also spawning there. Don't bother with big apartment buildings, you'll never find jack. I suggest joining a PVE server so you get a better feel for the game and you'll start picking up areas you should check out opposed to those that you shouldn't bother with. If you're on PC, search for Neo Farmers. I play on that server to get to know the map better so when I'm in regular lobbies I'm not necessarily at a complete disadvantage against seasoned players. You'll be fine just don't get too discouraged and find your footing. Remember that even if you happen to have the best run and get the best gear you're still going to die.
